There are a number of smaller schools who would love to be competitive in rugby but they just don't have the numbers. why isn't there a permanent weekly 7's competition in Terms 2 and 3. They could muster the numbers for that and gives them the chance to stay in the game. It also helps the boys in some way to develop the skill sets that can transfer them to the 15 a side teams when the chance presents itself. The ARU don't seem interested in something so obvious. Im not talking about tournaments once per month. Im talking about regular weekly team competitions.

Would it be possible or feasible to merge schools rugby programs for the fringe schools who are struggling for numbers and maybe add some resources to make a merged team a more attractive proposition ?
