Juniors should send a bill for contribution: pre match and half time entertainment: 2 games of 10 a-side = 20 kids at $10k + coaches @ $10k + ref; runners & touchies.
$10k for the kid placing the ball at half way -
Everyone else who runs on on the night gets $10k why not all these participants?
$10k each for the ball boys - that's $40k.
Towels to dry the ball so there's no excuse for it not going in straight - $15k. [$5k refund if it actually ever gets thrown in straight]
It can be called the IPF - International Participation Fee.
EDIT: forgot the guard of honour - 30 kids - bulk discount - say $7500K per kid - plus wranglers.

Every Club President, Secretary, Treasurer etc. should send them a bill rounded up to the nearest hour. Same hourly rate as the Pulveriser.

Apparently it's ok for ARU board members to trouser the cash for committee time, let's apply that across the board to all board and comittee members. I know plenty of junior officials who put in just as much time doing admin work at clubs and districts and work 40 hours a week as well.

We can call it a CPF - Comittee Participation Fee. See who ends up owing whom money.

If you add up all the volunteer hours (coach, manager, committee, referee, ground setter upper, BBQ, canteen staff) that are needed for each junior village club to run each year, and costed that at $25 per hour (not unreasonable for overtime and weekend work) and sent a statement to the ARU for the hours "donated" to them by the club volunteers to keep their game going, Bill and Mike would be in for a rude shock.

I reckon a Junior Village Club with about 8 teams will "donate" between $80,000 and $100,000 of volunteer labour to the ARU to keep that club operating each year.

How many Junior Village Clubs are there in Australia?

ARU benefit by several tens of millions of dollars of unpaid labour each year to keep the grass roots at under 6 to under 13 going. They recognise that saving by increasing the Big New Tax participation levy to those clubs by 400%. What are the Junior Village Clubs going to actually receive for this massive increase in fees?

Do the ARU actually understand what it takes to run a Junior Village Club? The rhetoric rolls off their tongues with monotonous regularity about how much they value the grass roots, but do they actually know or understand?

When was the last time anyone saw Bill Pulver turning a sausage at a Sydney University Colts BBQ? When was the last time an ARU or state RU board member packed up (or set up) an oval after subbies/colts/juniors/premier rugby for the day had finished?

Or let's put it another way let's suppose each club kept its NPF. An average size club with say 40 x 6s and 7s @ $11 = $440, 60 x 8s and 9s @ $27.50 = $1,640, 100 x 10s-12s @ $27.50 = $2,750, 120 x 13s-17s @ $27.50 = $3,300. Total $8,130. Based on this, the 4 Manly JRU clubs (plus a little extra for the smaller Allambie club), will be paying in around $35,000. They could pay a full-time development officer from February to September for that, just for the Manly area.

If you factored subbies clubs and the grade club into this, you could almost triple this figure - i.e. enough to pay for 3 development officers just for the Manly area for the 1st 3 terms of the school year. Repeat this in other areas.

How much would this help grow the base of the pyramid?

But what exactly are the junior clubs getting for the NPF?

This strikes me a lot like the fees that Banks charge their customers, whack a $35 fee on something which costs 50c and hope no-one challenges it.

Usually when we give the ARU some stick it's for incompetence, but this is a deliberate action and anyone involved in making this decision should resign forthwith.

In fairness, those issues don't arise in schools, so there's no real need to fix something that ain't broken. Nor are photo identification and registration sheets needed, because their purpose is to identify the players - that problem doesn't arise in schools as students are already enrolled and known.

Really AR's are not needed, wouldn't it be nice to have the parents back at least one step back from the side line, it would also be nice to know that anyone sent off has it recorded so they don't turn up and play club the following day and finally it would be nice not to cope a gob fully everytime you blow the whistle against the home school. So all nice things to have, but no real need.

If it's that bad where you are, maybe you should withdraw your labour.

EDIT: Rugby needs to get over this obsession with what goes on in school sport. Schools play lots of sports and it seems that it's only rugby that has this obsession. My advice is for people invovled in running clubs/districts/zones/SJRU/NSWJRU, is to just get on with their own jobs and not worry what does and doesn't happen when two schools play each other. It's not your concern unless your child is invovled and it's not something that the administrators of other sports waste any time on.

This may seem like a dumb question, but let's say a Zone/District wanted to secede from the ARU/NSWRU and run their own competition independently. What would they need to get together? Insurance is a given. I'm not sure what else.

Well you'd need refs and so forth.
Kids who played in your comp would not be eligible for selection into anything sanctioned by the ARU or NSWRU.
I think it would be something like the position between 1908 and 1995 - blokes like Ken Wright not being allowed to coach colts at Randwick, from what i was told at the time, because they had played the rival code.
So if you played in a breakaway comp I could see your path being blocked for a long time, if not for ever.
Of course you could always got to the IRB and seek direct affiliation :)
Then build your own ARU.

At the end of the day there has to be an afiliation of sorts with the ARU, as it is the body in Australia which is part of the IRB or WR (World Rugby) or whatever it calls itself.

I wonder though whether it's possible for clubs/districts/regions to afiliate without having to pay a fee which bears no resemblance to the service rendered.

Does anyboby know what the Gen Blue squad is all about? Is there a web site and sqaud list anywere? Hearing lots of secret whispers of players in the squad from parents but it seems very hush hush?

Just quickly - the Waratahs are on a public school tour by the looks of it.
Great to see, but gee I'd love to see a media manager banging on about it and leveraging off what they are doing, getting some of the kids in news papers raises the profile of rugby / interest in junior rugby.
