I'd think it's more a case of the four Super sides already having 2-3 hookers under contract, so no space for TPN and the high salary he commands.

I have an awful premonition about the World Cup. Hope I’m wrong. You would imagine that a game between the national team and one of the best in the world would sell out. It’s not as though Japan gets a heap of top class international rugby, after all.
