I'm 100% behind a national competition, but don't mix the tiers. Either states or city/regions. Having NSW Waratahs and then several other teams based in NSW doesn't make any sense. I just want to see one or the other. I am aware of Melbourne Rebels....
With or without a formal bridge from Shute Shield --> NRC, there's nothing stopping a few NRC personnel scouting the standout SS players and approaching them individually. Surely that's what's happening now in some capacity.
If people judged the Rebels the way people judge the Force they would have been kicked out a long time ago.
