The amount of country talent that is not seen is disgraceful, my nephew is in the Country U16 boys squad and they only get seen one weekend a year at the state championships. There is no development officers in the New England area anymore and they can't field a u16 team in their town anymore...

As a Barker parent it always concerned the lower rugby programs were not well supported, my boys ended up playing Volleyball with one now in the NSW U21 team, interestingly my daughter played Sevens and still plays for the Armidale Blues.
The difference today is schools are marketing machines...

Size of the school will also effect the number of teams. Based on the number of years and students Knox has nearly twice the pool of kids to draw from than Alos, Cranbrook and Barker (I know its a rough calculation)
