Scholarships when paid for by external sources don't increase fees, that much is undeniable. But in a situation where a school is otherwise fully enrolled, and allocates places to students who are not paying fees, then fees for all other students rise. If you think there are no adverse impacts...
I agree with Reg, he hasn't played 13. Stewart started at 10 for every single Qld Country match in 2017 and 2018 except one, round 9 2017 vs Perth where he started at 12. He started at 12 in every single match in 2019.
I don't see why he would come into consideration at 13 for the Reds unless...
I don't disagree, but the obvious retort is that scholarships push up the fees for all other parents, including those who are making significant sacrifices to send their kids to a prestigious school. I think ultimately the exact situation you describe is what most people/parents are supportive...

Regardless...

“St George Bank would continue as the Reds’ major sponsor as the team heads into the 2021 Super Rugby season.“
In April I threatened to pull the pin and the price dropped from about $100 to $40 a month. A mate worked at foxtel and advised me to say you're calling to cancel, the retention team has a lot of leeway to move prices/packages that other help desks don't.
The argument he makes is that the Wallabies will be playing 8 tests in 10 weeks, which is more demanding than a World Cup, so Hooper will potentially be rested for a match or two.
I wasn’t there but heard similar things to what you’ve relayed here. Carter Gordon was the starting 10 for wests, and I was told his going off injured was the biggest turning point in the match.
