    I believe he would have to qualify through residency; however, I don't think the 5-year requirement (60 months) comes into effect until 31 December 2020 (and I believe it's grandfathered in) - so he'd only need the 3 years. Perhaps commencing from when he signed for the Storm in June 2019...

    Unfortunately, it does. Regulation 8.2(c) effectively states [paraphrasing here] that representing the senior Sevens team at 20 years or older (or 18 if in the Olympics or Rugby World Cup Sevens) rules that player ineligible to represent another Union at either Sevens or XVs.
