I honestly don't know. I think it largely relies on good faith when it's not a proper international window.

If you look at the squads for these past 2 weeks, by and large it contains Retired blokes (Hayman, Williams, Botha), Aussies released either from NRC duties or International duties and Japanese based players, with a handful of players being released from club duty in Europe (Hogg for Newcastle, Traynor for Bristol, Burgess for Zebre etc.).

Burgess has probably been released because the Pro12 have their first fixtures this weekend. I'd wager that the 4 that have been released (Lilo, TQN, Saia and Gill) are on the fringes of the squad, and consequently, the ARU would probably want them in Australia or with the Squad. But the other 8 wouldn't be in the plans, so the ARU or their contract holders would be happy enough to keep them released for the 2nd Game.

This from ARU Media today:
Hamish Angus from the North Harbour Rays leads the table for top point scorer, posting 44 points so far this season, with Jack McIntyre from Brisbane City hot on his heels with 40 points. Boyd Killingworth also from the North Harbour Rays currently has four tries to his name, making him the highest Try scorer in the first three rounds.

Rohan Hoffman needs to spend more time on management skills than in the solarium. Two really poor sin bins in this brisbane v rays match.
The first was an instinct from the Rays 13. It was not deliberate act. Just shows Hoffmans inability to deal with tough circumstances. There was a chance to bin the Rays 1 when he collapsed the scrum. Brisbane scored a try soon after. A bin at that time from advantage is fair enough.
But then the bin on higgenbothem was rubbish. Again, Hoffman frustrated and has no tools in the shed to deal with it. Penalty, yes. Yellow card, no.
Rays are in for a bath in the cecond half though...
