Hooker Ross Ford and second-rower Jonny Gray were both handed three-week bans by World Rugby on Tuesday for dangerous tackles during last Saturday's World Cup pool match against Samoa.

Pity I would rather play their best... You lift you watch next week, its just how its goes... still don't get how the shoulder charge on Giteau without the ball by the english player didn't get cited... Its a mystery!!!

Journalists trying to push the agenda that the Australian citing commissioner banned the players because they are playing Australia this week. Fortunately Hines is smarter then to buy into it.

The citing commissioner involved in the case is Australian and one journalist asked Hines whether he was concerned at that given Scotland face Australia at the weekend.
"He is neutral isn't he?" he said. "He's very professional. He's there to do a job and he thinks he's seen something.
"World Rugby put him there because they are happy with his neutrality."

Hines was a massive knob on field, but I've never seen him be anything but classy and intelligent off it. It's not a biased result in any way, just one I don't particularly like. The insinuation that it is otherwise is a bit naff.

Does the citing commissioner play any part in the actual judicial hearing, hypothetically if it were a bias citing commissioner then the judicial hearing would see the case thrown out because they are the ones who make the decision on it..


Furthermore, how does it work if players are banned for the remainder of the tournament, is the team allowed to bring in replacements? Scotland are down to only 2 specialist locks after having also lost one during the pool stages, he was replaced by a backrower

This is the crux of it. If only one of them did what they did, it's a pretty normal cleanout and the Samoan player just gets rolled over and there is nothing dangerous about it.

When they both do it, there is nowhere for the Samoan player to go except up and over onto his head.

It was dangerous and I don't think there is any surprise they've been suspended.





I agree that the process needs to change. The decision by the citing commissioner is easily the most important. They should have a panel looking at potential citings rather than a single person.

Relatively, the judiciary officer is working within some pretty narrow guidelines and the outcome from this point is likely to be fairly similar regardless.

In this situation I certainly think the two Scottish players should have been cited. Their actions were pretty obviously within the scope of a dangerous lifting tackle.
That would be my preferred solution. I would also like to see more citings and players being cleared because right now it looks like an expensive and windy exercise in self incrimination followed by a bloody good dinner, old chap!?! I think the Scottish lads deserved a ban but the process will rankle with many in the SRU so, whilst it is tough, my heart is hardly bleeding.

The cc is not at the hearing. Their report is read out but that seems to be the extent of their involvement

Can't believe that there are people on this thread who seem to be arguing that the players concerned shouldn't have been cited. Tip tackle is a red card offence and the players should have been cited regardless of who the CC was.

The identity of the CC is the redest of red herrings.

In the IRB (now World Rugby) Memorandum on “Dangerous tackles” dated 8 June, 2009 the Referees Manager and Judicial Panel Chairman highlighted that “tackles involving a player being lifted off the ground and tipped horizontally and were then either forced or dropped to the ground… must be dealt with severely by match officials and all those involved in the disciplinary process.”

What is interesting is Pennyhill was offered to Australia and we declined it saying there's nothing to do out there.

Only to the extent that he made the outcome worse than it would otherwise have been. Most of the blame lies with the idiots who framed the Law such that it became a possible outcome, despite some fairly well-respected rugby brains (incl NZ's Peter Thorburn IIRC) arguing against it on the grounds that someone was going to get seriously hurt.
