    Shore did a 5:47 at nationals heat with slower conditions than the 5:46 (still fast but much slower). Scotch would have undoubtedly gone faster but the final was a slower race than the heat

    Yes often they can be however some rowers do not attend GPS sculling so it cannot be used as an absolute. For example, Riverview's top rower (I'd assume at least) did not attend GPS sculling in 2016 or 2017 seasons
