Aren't these two statements inconsistent?

You can't just say 'this is their revenue - therefore this is how much tax they should be paying', you have to take into account expenses!

That is why I would suggest pegging it to a market price for each different resource.

Using coal seam gas as an example, if the gas is cheap as chips, does that mean the risks to the underground water supply should be priced with reference to the price of the gas? Similarly for uranium mining - a cost to the environment should be built in to account for the health issues arising to employees of and residents near uranium mines?

It's clearly not a simple issue, but what is beyond doubt is that miners, some of whom are substantially owned by foreign governments, should be charged a premium for extracting Australia's resources.

I think you are talking about different issues. The taxation should be pegged to a market price not an arbitrary judgement of possible environmental issues. The environmental side should be dealt in other ways - proof it is safe, fines and jail when things go wrong. If it is not safe it simply shouldn't be allowed.
