Argentine Government - Authorization

The Ministry of Tourism and Sports has requested an exemption from the social, preventive and compulsory isolation of the athletes who are members of the Argentine Rugby Team ("Los Pumas"), qualified for the "Rugby Championship" tournament to be held in November and December this year in competition with the Australian, New Zealand and South African teams, whose activities will be carried out in accordance with the relevant health protocol, approved by Administrative Decision No. 1056/20 and its amendment, as well as the assistants of said athletes.

That, by virtue of this, it is necessary to issue the respective administrative act incorporating in the exception in force, throughout the country, the training and sport practices of the Argentine athletes who are part of the Argentine Rugby Team ("Los Pumas").

That the national health authority has intervened.

That the relevant legal service has taken the intervention of its competence.

That the present measure is dictated in use of the attributions conferred by the article 100 paragraphs 1 and 2 of the NATIONAL CONSTITUTION, by the article 6° of the Decree N° 297/20 and by the articles 9° and 18 of the Decree N° 641/20.

Therefore,

THE HEAD OF THE CABINET OF MINISTERS

DECIDE:

ARTICLE 1.- The exception to the compliance of the "social, preventive and compulsory isolation" and the prohibition to circulate established by the Administrative Decision Nº 1056/20 and its amendment, is extended to the Argentinean athletes who are members of the Argentinean Rugby Team ("Los Pumas"), qualified for the "Rugby Championship" tournament to be held in November and December of this year, with their respective work teams, so that they can carry out the relevant training and sport practices.

ARTICLE 2.- The sports activities authorized by Article 1 shall be carried out in compliance with the Protocols of Action for the Prevention and Control of Coronavirus (COVID-19) drawn up for the resumption of sports training in the discipline carried out by the aforementioned athletes, which as ANNEX (IF-2020-37829056-APN-SSES#MS) includes Administrative Decision No. 1056/20

This protocol can be adapted for its implementation in accordance with the provisions of NO-2020-52180122-APN-SAS#MS, according to the dynamics of the epidemiological situation.

ARTICLE 3.- Except for the prohibitions set forth in Article 9, paragraphs 3 and 4, and Article 18, paragraph 3, both of Decree No. 641/20, clubs and gyms where persons covered by Article 1 carry out their sports training are exempted from the above-mentioned activities.

ARTICLE 4: In all cases, hygiene shall be guaranteed and, when applicable, the organization of shifts and the sports training methods that guarantee the necessary measures to reduce the risk of COVID-19 infection.

The movement of persons covered by this measure shall be limited to strict compliance with the exempted activities.


The Argentine Rugby Union (UAR) shall guarantee the conditions of hygiene, safety and transportation established to preserve the health of athletes as well as their teams, and whenever they are in any of the provinces, departments or agglomerations established in Article 11 of Decree No. 641/20, that they arrive at their training sites without the use of the public intercity passenger transportation service.

ARTICLE 5.- The persons authorized to carry out their activities by this administrative decision who are in any of the provinces, departments or agglomerations established in article 11 of Decree No. 641/20 shall process the Single Certificate of Qualification for Circulation - Emergency Covid-19, established by Administrative Decision No. 897/20.

ARTICLE 6 - This regulation shall become effective as from the date of its publication in the OFFICIAL BULLETIN.

I know WA want to get AFL finals. Dunno about rugby, but who knows.

Interestingly, new routes for direct Perth-BA flights were approved quite recently - although obviously events have overtaken everything since.......

Flights would be done over Antarctica in 14.5 hrs with tailwinds both ways. Would then link to Singapore.

The RC is dead for this year. I also think it’s entirely possible that the Bledisloes are played in Australia, not New Zealand. The risk of Jacinta shutting down the country a day out from a game, or at least barring crowds from going, is just too real.

Australia offers options and the ability to contingency plan. Under the current Covid restrictions we could look at something like this:
Both teams fly into WA and play game 1 in Perth, game 2 in Adelaide, one week apart.
Teams then relocate to Qld and 2 weeks after the second game play game 3 in Brisbane, a week later game 4 in Sydney.

Could be back on table, I think the reason they were looking at NZ was because they could of had crowds, that maybe off table now so it could be here.

The first Bledisloe isn't scheduled for another two months, at which point it's entirely plausible all of NZ will be back to normal. I'd imagine the decisions will be made a tad closer to the time.

It was allegedly back to normal this time last week. I know it’s 2 months away but they have to, you know, have a plan.
