Yip. Narus was specifically designed for ISP's. It does the billing according to user groups etc for it. But it is designed to be flexible where with add on software it can do what ever extra you want it to do. The Americans are so stupid they been moaning about SOPA but they don't realize the NSA been using that since 2006. That article is from 2008. 99 percent of todays ISPs use it.
Remember https and VPN are still vulnerable to man in the middle attacks. If you look at that picture above you see the NSS smack in the middle? That's Narus
Also remember VPN is a point to point connection. Its one site to another. These days people are calling SSL proxies VPN's as well which is wrong. The moment you bring a third party server into it it turns into a connectivity service. Thats to hide your IP but you dont need to hide your IP when you are extending your own private network. Still not convinced, maybe per head of population but even still I'd be surprised.
The stats they've was cases reported. So Australians and Nigerians reported the cases more than others around the world. Thats probably why and the amounts people lost in this scams.

Various outlets are reporting that the ALP Government Internet censorship proposal is dead. Not on the backburner, not suspended pending the outcome of some sort of inquiry, actually not moving and gone cold.

It’s been a long road. From the original 2007 proposal to offer parents the option of a censored Internet connection, through the two tier system that formed the basis of a Conroy's plan “clarifying” the original intent, through the change to all mandatory all the time of first “prohibited content”, then “refused classification”, it feels like opponents have fought four or five policies (because we have). It looks like we’re good for about ten years until the government, whichever party forms it, thinks this is a good idea again.

Good news. But there is something seriously wrong when this dumb idea was considered in the first place. I wonder what their next crusade on civil rights will be? I highly doubt the moral police will stop just because their internet plan went down.
