You can build a new stand under the MID, the question is, would the new stand (including a high-performance centre) be bigger than the old one? There's nothing stopping it from being much, much bigger, apart fro the fact that you waste money. Anything over an 11k total capacity and you lose...

You've missed quite a bit. Rugby Australia have agreed to move the Olympic Sevens program to Ballymore if a similar high performance centre and stand is funded by government and built on the east.
Remind me how that Latrobe facility - announced BEFORE Ballymore - is going? Still hasn't been built (in fact I don't think it's even been started), and meanwhile QRU are coining it in from lease revenue and events.
The delay would have added $4-5 million alone in cost escalation.
