Give every registered player and super rugby member over 18 one vote (cant get two by being both). When voting at an AGM you can vote on your own or give your proxy to an organisation - say your state association.
Would this not effectively be the model of large publicly listed company AGMs?

It probably allows teams to rest players and give exposure to rookies young and old with out having to chase as many ranking points through the season.

Those last two scrums were ridiculous. First one the Brumbies chose not to take it out. Just tell them to play it when the scrum goes up. Second one scrum stays down force front row are together and get done. Why would they not push straight. The only team looking for a penalty is the Brumbies
