    Is seeding entirely based on WR (World Rugby) rankings, or is the path to qualification considered a factor? Like is Samoa doomed to 4th pot for qualifying through such a poor path (and hence potentially an extra banana peel game) or would they get put in pot 3 if they finish in their likely 13-18th spot.

    They do, but that's not inclusive of rest weeks, they'd be entitled to his services for the weeks of 25/08 and 15/09, which is where negotiations or hardlining would come in to try and prevent him from spending 30 hours in transit twice in a week, with a game inbetween.
