No it isn't the sole determinant. Although it should be. This forum shows that you can make up any narrative you want to support club Y going up or down. It should be clear from the outset what a club needs to do to gain promotion or avoid demotion. It shouldn't come down to a few power players...

Clearly you don't like being challenged so you play the man instead. I've had many many years involved in subbies. I know how it used to be. I know how it is now. I know which is better. Subbies needs people to challenge the status quo but, just like you, they shut down anyone who tries.
