    Yes - although slightly different as France's protocols also banned two man tackling, and enforced below the waist tackling, introduced in 2019 for all junior rugby. Doesn't apply to Pro or Semi-Pro - only amateur senior rugby below the top 3 leagues (Top14, Pro D2 and Federale 1).
