How come Randwick council can put up 15 mill for a new surf club down the road at Maroubra but can’t kick in for a new Randwick Rugby clubhouse?

I'm just guessing, but maybe the local community wants a new surf club more than they want a new Randwick Rugby Clubhouse?

it's almost like one provides a service and directly benefits the community and the other doesn't. Randwick Rugby once had $millions in rugby scholarship funds and a licence to print money in a pokies club but lost it all through poor management.. now they can beg for funding from the local council
