I think its in response to the QRU Premier colts going to U20 in 2019, which brings it all into alignment with NSW U20 Colts & Schools soon all to be under 18 in year 12.

I was out and about today watching some junior rugby and ran across a few of the BJRU members. I posed the question that you raised being who now runs the Junior competition QRU or BJRU? They informed that while Jim Carmichael was at the helm there was an attempt of a "hostile takeover"...
