ELVs for all senior rugby in Australia in 2009...

This has just come through on the Subbies network and apparently covers all senior rugby.

1. General
1.1 Assistant Referees able to assist Referees in any way which the Referee requires.
1.2 The corner posts are no longer considered to be in touch in-goal except when the ball is grounded against the post.


2. Lineout and Throw In
2.1 If a team puts the ball back into their own 22 and the ball is subsequently kicked directly into touch there is no gain in ground.
2.2 A quick throw may be thrown in straight or towards the throwing teams own goal line.
2.3 There is no restriction on the number of players who can participate in the Lineout from either side.
2.4 The receiver at the Lineout must be 2 metres back away from the Lineout.
2.5 The player who is in opposition to the player throwing in the ball may stand in the area between the 5 metre line and touch line but must be 2 metres away from the Lineout.
2.6 Lineout players may pre-grip a jumper before the ball is thrown in.
2.7 The lifting of Lineout jumpers is permitted.

3. Tackle and Ruck
3.1 If the ball becomes unplayable at the Tackle or Ruck the team not in possession is awarded a Free Kick.
3.2 There are two Penalty Kicks awarded at the Tackle and Ruck - Offside and Foul Play
3.3 A reference to Unfair Play has been added to Law 15 Maul
3.4 Remove reference to heads and shoulders not to be lower than hips.
3.5 Players are able to defend a Maul by pulling it down.
3.6 If the ball becomes unplayable at the Maul a Free Kick is awarded to the team not in possession.

4. Scrum
4.1 Introduction of an offside line five metres behind the hindmost feet of the Scrum.
4.2 Scrum Half Offside Lines

5. Sanctions
5.1 Reduction of sanctions to Free Kicks from Penalty Kicks where possible.

Should make things interesting. Coaches who spend their whole pre-season in fitness training will benefit.

Is that last one in the scrum category only?

If not, it's basically the same as what they are doing in the NH.

If it should have been listed separately, ie there are FK sanctions for all infringements except for penalties given for offside and foul play, it is different from the NH.

If the FK sanctions are for all play, and the maul comment means that a maul can be pulled down, the differences between this years S14 ELVs and next years will be:

- the maul can be pulled down
- no numbers in lineouts
- no mention of offside at a tackle - so a tackle only, but no ruck, you can't be offside unless you are in the vicinity Edited after later NTA post

Geez - isn't it hard to keep track of these? I'm not sure if I'm right.

Also see 3.2 - offside and foul play at Tackle AND Ruck enforced.

Paarl see 5.1 and 3.2 in conjunction: in other words, short arms for everything except foul play and offside.

2.4 and 2.5 are bugbears of mine, as, contrary to what was supposed to be done, they've introduced new offences for no reason at all and prevented positive options. I think that they actively undermine the good done by getting rid of the numbers in the lineout. Needless and bad. Bin 'em.

2.1 seemed like a good idea, and was well worth trying out. It doesn't seem to have worked. That's life. Bin it, but no regrets from anyone over trying it; that's the sort of thing that should be tried out, and it was done properly.

3.1 is dumbass. A scrum is more use, as it gets all the fatties in one place - plus the five metre offside. Encourage scrums, not otherwise, FFS!

3.2 is shockingly badly drafted; there are all sorts of other penalties that can be awarded, such as for foul play, dangerous play, etc. Read this literally, and those can't be awarded; we know that that's not what they mean, but people are paid to get this right, and they're clearly not doing so. Who drafts these fucking things? ::)

3.3 - well, petals, would you mind awfully telling us what that fucking reference to unfair play is? The drafting is really starting to boil my piss, to be honest. :angryfire:

5.1 - where possible? WTF is that supposed to mean? I'm pissing steam over this by this stage. :angryfire:

Bar the free kicks, it appears to be much closer to the global ELVs. But God's teeth, why pay people to write what's so obviously put together by a drunken chimp?

I assume teams will still have this option. IMO having all the FK sanctions is important, and brings the ability to play the game differently, if a team so desires. Some might want to take them all, and speed it up, some might take all the scrums to slow it down.

To make it more fair either way, I'd like to see the offside line a free kicks only 5m so it matches with scrums.

Thanks for posting that pdf link whispers - it's clear now.

The differences from what will happen in the 2009 S14 and 3N compared to what is happening now in Europe are:

In S14 and 3N but not rest of world:

- team not in possession gets FK if ball unplayable in ruck, tackle or maul (no scrum)
- FK sanctions for all but offside and foul play


In S14, 3N in 2009 but not 2008 (from memory):

- no numbers in lineouts
- maul can be pulled down


In S14 in 2008 but not in 2009 (from memory):

- offside line at the tackle (in 2009 it has to be a ruck to be offside)


Anything else?

Its going to be very interesting how this pans out - teams with massive forward packs are going to scrum all day, and teams getting done in the scrum will tap n go and try and tire said fatties out.
