I feel when doing this, not all players who go to league from GPS schools are created equal. Someone like Siua came to Scots because of league (bought over by the Roosters), while Crichton would've rathered played Union.

Only solution I can think of is opening up a domestic comp where the teams are operated and owned privately.
I think DIV 1 and possibly Div 2 should stay as is.
Then the rest organsied into geographical or skill based competitions. Then if this clubs want to make a play at higher honours and can get the numbers they move up.
