Nah - the ECB is officially the England and Wales cricket board.There is, inevitably, a list on wiki that says there's been two, the other being Dick Westcott of South Africa, 1954-58.
They list 52 players "born in non-Test playing nations" but I can't help noticing that 30 of them are from Scotland, Northern Ireland or just Ireland prior to independence. No-one is listed as being Welsh, though, which is doubly odd: surely if Scotland & Ireland are "non-Test playing nations" then so must be Wales?

^^^^^^^^^^ ECB has only existed since 1/01/97 & as above the preceding Test & County Cricket Board officially represented Scotland until 1992. Still researching the Irish side of things (my money's already on the Irish having been screwed over by the English at some point, tho )
