It may be simply to fit in with a franchise model. The idea of a franchise is that it can be bought and moved lock stock and barrel to another location like US professional sporting franchises.

Can't see something like that happening for a very long time, but if the Saudis decide in 20 years or so they want a Super Rugby franchise in Riyadh then they could buy one of the existing franchises and move it. why anyone would want to watch Super Rugby in the Riyadh heat, let alone play it is beyond me though.
