In a way, it seems to be the opposite of the French thing (and to a much smaller extent what the Aus/NZ Schools are doing): 6 years in the Japanese Education system before high school suggests that a substantial portion of these changes are targeted at the Pacific Islanders (I think primarily Tongan) who will be given High School Scholarships, then more or less immediately be able to transition to being Japanese eligible players upon graduating: to fit under these rules you're talking about 5/6 year olds moving to Japan.

Yeah, this is effectively just the least obviously racial way they could say "of Japanese blood". The effect of the change is largely that though given Japan's population demographics, this is laser focused on bringing ethnically Japanese players through. They're going to have to do a hell of a lot of work on their schools and age grade systems if this is going to work though.

Will Harrison will presumably slot straight into QCs vacant spot in the lineup?

I don't think it will make *that* much difference. They are still running with the three categories A, B and C. Only change is Cat A now has two sub categories - A1 is the new cat with the schooling requirements, A2 is the existing "eligible for Japan" cat.

You used to have to have 11 players from Cat A, now you need 8 players from Cat A1.

Presumably they still have the existing restrictions on how many B&C players are in the squad (20%)

Not sure the effect, if any on the player exodus to Japan, however rules concerning the amount of local players being fielded due to increase to give more Japanese born players a chance to get game time. Also legibility rules to change in this regard as well.

On the one hand it could drive players back to Australia.

On the other hand it could also push those same players to switch to league.

Really depends on how heavily you were loaded on 'A1' vs 'A2'. Could be a big re-alignment for some teams

Also is it match day or on field? Early reporting suggested it was on field, but match day squad seems easier to manage and is I think how it currently works? If it is on field you might see a double down on those spots focusing on specific positions (e.g. all the locks being "foreign") so that there is less to manage around subs.
