Isn't it just going to be recouped via increased affiliation fees though? The money to run the whole thing, pay refs, etc has to come from somewhere. The amount of people I've seen mange to slide through the net without paying though, is friggin ridiculous.

We should have a North - South - East - West comp. Where people from the North, only play people from the East or West. And people from the West, only play people from the North and South. And people from the South, only play people from the East and West. And people from the East, only...

I don't buy the idea that this magical re structured comp is going to have rugby players magically fall out of the sky. Since 2015, in div 5/6 just about everything has been tried, merged north and south, split north and south. The same problem is rife in league also.

Are they charging entry? If so, how? Or how are they enforcing it, maybe a better question?

What about a paid division? So if you choose to enter your club, you can't complain that someone nicked your players. And then the lower grades remain as they are. So that you don't have one club or 2 clubs per division, trampling the rest.

I'd argue, laying awake at night, staring at the ceiling, worrying about subbies rugby would fit into the definition.
