see your point. any laws can't fatigue players too much. a goldilocks zone would be best.

clock stoppages. with omar's revelation about play time. agree with you bh. address stoppages. playing devil's advocate on that one. how long is a reasonable time for players and fans to be on the field. could creep up to over 120 minutes.

i think you hit the nail on the head. not all teams actually want to play try-scoring rugby. penalty fests ensue.

zero tolerance for cheap shots, foul play, time wasting.
i'd keep yellows at 10 minutes and enforce the refs to use it. 5 minutes not enough of a punishment. if 30 second from time tee arrives. need a time limit for tee to arrive.
