Two refs works well, white card to. Rugby is a stop start sport. Rather throw in a minute before restarting and get the right desicion.

How does it practically work? What happens if a coach calls for a review of a technical penalty that the on-ground ref didn't give?

Let's say offensive team pillar is offside in the ruck before a try but has no impact.

Let's say offensive team pillar is offside in the ruck before a try but has no impact.
The on field refs have the final ruling. Depend on what they decide. The big differense is that they can change if they saw incidents on slomo, but missed it during live play. Currently the TMO only reacts on the question asked, not with the white card.
