Isn't just that there's so much money in the scoccer WC that they can pay their way around any problem, whereas we have a bunch of semi-pro teams and players involved who have to have surety around their arrangements and costs for planning purposes?

It doesn't matter where England is based, but it really matters to Uruguay, Zimbabwe and Tonga where they are based

I wouldn't really call appropriate facilities 'luxuries' for a top-tier professional sport's flagship event
Neither would I - I meant the nearly 2 years to find the facilities.

9-12 months should be sufficient for most teams, with the assistance of WR (World Rugby) for lower tier/ semi-pro nations.

The NRL GF being the first weekend in October and AFL the last in September will make a lot of facilities available for requests

Australia is a hosting country that has plenty of them though. Most Private Schools are running around with training facilities at professional standards.

Universities too.

In QLD at least a lot of prep has gone into training facilities for the 2032 olympics already and school, universities, camps are already positioning and pitching for training camps.

It's an unnecessarily long time to be seeding teams for the world cup and for some unknown reason I'm really passionate about this now

Facilities are the sort of thing that should be handled by the tournament itself and then assigned to the teams based on their pools. I'm not sure an extra year is that helpful to the smaller teams either, I think it probably only really helps the rich nations who are able to shop around.
