Aust Schools have announced that St Edmunds (ACT) will be representing Australia at the 2014 tournament.

ST EDMUND'S COLLEGE, CANBERRA HAS BEEN SELECTED TO REPRESENT AUSTRALIA AT THE 2014 SANIX TOURNAMENT IN JAPAN.
In 2014, St Edmund’s College will celebrate its 60th year as a leader in boy’s education in the Canberra region. It has a well-established sporting history and recognised throughout Australia for its rugby heritage, in developing players to an international level. St Edmund’s boasts the third highest number of Australian Schoolboy representatives with 69 boys, many of whom have gone onto to greater honours including Ricky Stuart, Matt Pini, Mark McGuiness, Matt Henjack, George Gregan, Matt Gitteau, Robbie Coleman, Anthony, Saia and Colby Fainga'a.
St Edmund’s Rugby has continually dominated local and interstate competitions – St Edmund’s has won the Waratah Shield more times than any other school with 14 titles in the competition. The Waratah Shield is a rugby union knock-out competition and recognised
as a bench mark in Australian Schoolboys Rugby.
This will be St Edmund's second appearance at the Sanix tournament. They last attended in 2003 where there were ranked 9th. In 2014 St Edmund’s 1st XV will be fielding one of its strongest teams in years. There are a number of boys who play a major role in this year’s team that will be combined with a very successful U/16 team that has been undefeated in the local comp for the past three years. This team should be very successful as this combination defeated invitational teams this year.

For whatever reason, it appears that the Australian entrant in this competition is seldom "the best" in the country.

There is a huge amount of fund raising needed to be done to get a team over there, and it is my understanding that $0 come from Oz Rugby Central.

Sanix pick up all costs in country, but the entrants need to get to and from Japan at their own expense.

How does one decide the "Best" team from Oz to go?

"Conference" winners do not play each other to determine the "best". Cross "conference" competitions such as the Waratah Cup are noted more for the absence of "top" schools rather than the presence, so they can not be relied upon to annoint the undisputed Heavyweight Champion of the Rugby Schools.

The tournament is early in the year when many association competitions haven't even started, so at best you are selecting on last years reputation, and an assessment on how many Yr 11 boys will be returning for Yr 12.

Why do you assume the School chosen is always the first choice?
As you point out,the timing of the event clashes with some Schools other sports.Additionally I thought it was on during the School term as well.
I could well imagine many Schools would pass up this opportunity,inviting as it may well be.

NZ seem to nominate the winner of this seasons Top 4 Schoolboys Competition to attend next years Sanix Tournament.

This time it will be Hamilton Boys High School.

HAMILTON, NEW ZEALAND (16/08/13) - Saint Kentigern College's reign as New Zealand's champion 1st XV is over, and with it, a remarkable sequence of 52 matches undefeated ends.

Hamilton Boys' High School first XV left it late but a dramatic drop goal by Bryn Gatland minutes from fulltime was enough to be crowned national secondary school rugby champions.

The victory snaps St Kentigern's impressive 52 match unbeaten run dating back to 2011 as Hamilton Boys' progress to represent New Zealand at the Sanix World Rugby Youth Tournament in Japan early next year.

^^^ Hope someone connected with ASRU is reading this. I pasted the quote above from their website.

That being said, the presser has all the hallmarks and language of one of the unpaid interns in marketing at HQ ARU, so I may be a little unfair in my criticism of the ASRU.
