Super Rugby Aus might make it harder to accomplish as some of these guys would train and potentially suit up for it leading to bigger squads but I would support a RA run Combined States/Barbarians side to give them another round. I know it's going to be leftovers and require everyone to play nice in but in concept it could work.

The 16s definitely needs to be grown to give more competitive games. NSW needs to be putting out two sides soon and then QLD.

Yeah, good point regarding the 19s.
I'd just divide the NSW team straight up the middle. Team Waugh and Team Burke. QLD could do the same.
Barbarians side would be made up of mainly QLD and NSW that didn't make it to next level, as well as players from Victoria, SA and TAS.

I reckon the NSW 16 and 19's squads could realistically be split into 2 teams.

The U16's, probably...

The talent in the U19's is obviously more spread out with the players moving into professional contracts around the country, and NSW hasn't won it in a few years.

Maybe that changes without the Rebels this year?

I also acknowledge that a potential Barbarians side in the 19s could hurt teams like ACT and WA who often fill out their sides with NSW and QLDers who haven't been selected. Take these guys away and you may hurt teams already existing which is counter productive. In the good problem to have category though.

Brums credit. Great coaching (Hooper who has moved into the Senior side) and selections. Mad if you don't watch the NSW 16s and pick targets from there.
