Born in the country, otherwise parent/grandparent or three years continuous residency.
National side (Wallabies, ABs, Bokke, etc), next one down (Australia A, Junior ABs, etc, but doesn't apply to the Scots and Welsh) and the national Sevens team ties a player to that country. If selected for a squad/tour/whatever player has to run on to the paddock.
Once players have tied their colours to a mast of one country it's for life (no Kepler Wessels change of allegiances).
The Olympics is based purely on citizenship though so there are many players who already play rugby for Australia who aren't eligible for the Olympics (such as Quade Cooper) because they aren't Aussie citizens.
Rugby had to change their eligibility requirements when they became an Olympics sport so there was a potential crossover where someone could change allegiances based on citizenship if they played a certain number of sevens tournaments. To my knowledge no one has used it.

QC (Quade Cooper) can't play Aussie sevens in the Olympics? What was the point on him attempting to be part of the team then? He is surely eligible.

Scotland A caps count. Ollie Atkins is Scottish tied because of that. Wales (alongside South Africa, France, Fiji and 2 or so other Tier 1/2 nations) have nominated their U20s side as their A squad, which was a source of contention ~4 years ago, as Steve Shingler wanted to play for Scotland but the WRU stopped it because he'd played for them in the JWC, apparently unaware that that would lock him despite signed paperwork stating otherwise.
Because it's just one political entity, all the residency/ancestry rules are agreements between the three Unions rather than World Rugby laws. Means that Guernsey, Jersey and Isle of Man lads can play for whoever they want, albeit they play in the English leagues, and are counted as English players for the sake of funding, and I don't think we've had a boy at that level in a while.

I was having a dig at the Scots, and the Welsh. The Scots played a mid-week game on their last tour which caused some eligibility problems, they claimed their dirt-trackers weren't the next most senior side down from the national team. Something similar was decided by the iRB to allow JJH to play for Wales. Some in the SH felt the iRB were looking after their fellow Brits.

And we thought the eligibility laws were all over the place now.
At least it's a lot better now. Most recent one I can recall is David Smith I think, who turned up to the extended French Wprld Cup Squad and said, "hey, I played for the Kiwi sevens, is that gonna be a problem?".
I'd like to see a few more A team tours. The only one ATM is England A playing South Africa A, but I'd like to maybe see us send an A side to South America and play Brazil, Paraguay, Uruguay or to Africa and play Namibia, Zimbabwe, Kenya. Even if we smashed them or got smashed, it would be a good experience all round IMO.

Vunivalu looks like he can play with 8 tries in his first 5 matches and he has a rugby background.
If he keeps the try scoring up, Folau's record for tries in a debut season of 21 will be in danger.

From what I understand, the Big Semi clearly seems to want to stay at Eels.
He will stay an Eel.. his just been australian cappped.. Dont think he can become a wallaby.. NRL will pay him alot
