It is the same legislation that permits lockdowns. The underlying principle really is that everyone is locked down, but there are exemptions that allow you to work. The vaccine mandate narrows the scope of the exemptions, it doesn't force you to be vaccinated. At least that's the theory,I'm not a lawyer, nor do I play one on TV, but if the above is the case how do we not have mandatory vaccination across the board? Does Victoria have legislation that mandates any of this? Genuine question, not being a smart arse.
The reality is that there is a strong correlation between the authorised workforce, high case loads in certain LGAs and low vaccination rates. Hitting someone in the hip pocket is one of the most effective ways to change behaviour.
