Tech/law question. If a kick goes long but not dead behind the line. If a player stands beyond the line and picks the ball up, is it a dead ball?

Law 21/15. If a player who is on or beyond the dead-ball-line, or who is in touch-in-goal, catches or
picks up a ball within in-goal, that player has made the ball dead.

Think that law has been changed and no longer applies. In that it doesn't go back for a scrum.
