Anyone familiar with this forum knows I am no fan of Kinross but my beef with their strategies is confined to schoolboy events where they deliberately enter lower divisions despite having a thriving program.
I would hardly think you could insist that Canberra should attend every weekly regatta in Sydney.
Queenwood have always done as they pleased. For several years they played games with entries, dividing their top rowers into fours, quads etc despite having eights. It was a way of denying other eights the opportunity to race them, gauge their quality, observe their race plans over the course of the season and potentially improve. When IGSSA finally took action and made a rule to curtail that kind of unsportsmanlike behaviour, Queenwood simply stopped attending a significant chunk of regattas each season. Last year it was seven regattas, this year it was five. If every school adopted Queenwood's attitude, the weekly regattas would be pathetic. Yes, it's within the rules but it's morally reprehensible.
I'd be happy to see a cumulative pointscore shield introduced. At the end of the season it would be interesting to see which school had earned the most points through high participation and long term commitment throughout the season.
