Yeah this wouldn't hold up in court, it's just that they now put the responsibility to fight it with the players and the agents. Exactly. I see this as all bark no bite.It’s clearly a shock and awe tactic from the NRL.
They are hoping this high level threat will dissuade enough players from the competition that it doesn’t even get off the ground.

They don't want to ban a player. Especially one that is in the star category as the blow back will hit the NRL much worse than the player. The institution always comes out looking like the bully. They'll hope this as you say will dissuade players from even entering the conversation.
