If a team is that late, I would have no issue with the ref starting with a penalty

Not that many years ago in country NSW there was a situation where one team ran on at the appropriate time and the opposing team was taking their merry time. The ref let the team waiting on the field kick off and the team in the change rooms ran on the see the first conversion of the game being taken from on front of the sticks and they had to start the game down a converted try.

As a former soccer referee for keeping the opponents waiting excessively in the rain, I gave the captain responsible a yellow card for “unsportsmanlike conduct” (Rule 17). Then the game kicked off.
