Yep - acceleration / deceleration of the brain inside a rigid box is the problem.Headgear helps for cuts and abrasians (eg ears) but there is lots of evidence that is actually has a negative impact on concussion safety.
They don't stop the brain sloshing around inside your skull and players wearing them seem to be willing to stick their head into worse places.
