The only place you can argue that Cooper is more likely to win a RWC is on paper. Performances close to his best are few and far between and none are recent. The only available evidence of either at the RWC is Cooper from 2011 and it didn't go well for him.
Most people backing Foley probably consider him a less risky proposition.
It's a far from ideal situation to be in a month out from the RWC but that's how it is. Neither have played well but one or both of them are likely to play 10 through the RWC.
I don't think there's any more basis in fact in saying that it's a smarter decision to pick Cooper than it is to pick Foley than the other way around.

Because Cooper was good enough to be a Wallaby at the time and Foley not good enough to player Super Rugby it should be held against Cooper? The poster is making the point they consider our team has the best potential with Cooper at 10 and most likely to win it.
The reason people get upset about Foley's selection is most likely because it's based on the fact that he was just there in 2014. The perception that he is safer is based on opinion but zero fact when you consider his 2015 error rate. I agree that the way he has played (most likely by direction of his coach) causes error rates to increase. But regardless, you cannot consider a player who's biggest flaws are his tackle completion and kicking game and also has made 38 handling errors across 19 total games in 2015 to be "safe".
I agree that Cooper has had opportunity and underwhelmed. It would not at all be a poor selection to go with Foley and either way there are some issues that really need to be resolved with either option.
