yes. for zones as well. Sydney coaches may have an input with certain players they may want to have a look at but the coaches still have a big say. Hard to believe rugby attracts so much criticism for nepotism & politics with a system like that, totally different to what happens in the other game.

Southern Districts did not field a 14's or a 17's this year at State Champs, we would have been happy to take those that missed out, most districts aren't too keen on giving out the dispensation to allow this to happen so as you say a lot of talented kids miss out
