What is he missing?

In my opinion RR, he is missing either the physicality of Valetini to bend or break the line, or the stepping of Hooper to create a gap. He will make a tonne of carries in the midfield during a match but make a total of metres only in ground gained.

I like his support play and he has plenty of pace when in the open but he doesn't make sufficient ground in contact for my liking.

This is what Gleeson seems to do better. He certainly enjoys the contact but also runs a nice line to hit a weak arm instead of a set defender. Harris and Wilson both do it like they are in the U13s still.
