He was stomping on someone. The ball was no where near his foot.
The Force play was illegally using his hands to try to hold the ball in, he rucked it free.

I accept the current rules don't allow rucking, but that's exactly how and why it should be allowed IMO

The initial rucking movement appeared to jolt the ball free (or it may be coincidental timing), but there was then no need for the second rucking movement from Kepu.
