Maybe. For the record, I spent a fair bit of time around the Terrigal Trojans, actually went to the same gym as their then President. I cannot recall him mentioning a local Sevens tournament once.
To talk about any of the domestic Sevens tournaments as being "high profile" is so laughable that it could only come out of the mouth of this bored's resident dill.

-The average Super Rugby player will receive $225,000 in 2018, an approximate pay rise of 10 per cent.
Holidays
-Players will also receive an extra week’s vacation and, importantly, it must be taken as a block rather than parcelled out on a day-by-day basis as many of the franchises currently do.
Squad Sizes
-Additionally, Super Rugby franchises will be permitted to sign between 36 and 40 players. This is an increase of at least five players on present numbers

-Women’s and men’s sevens teams being brought up to the level of a Super Rugby wider training squad contract. Players brought into the sevens program on a full-time basis will earn an annual salary of $44,200

-It is understood that RA is expected to announce it will regard 2018 as a transitional year because of all the upheaval, which will allow the Rebels to operate without punishment.

It would have been fanciful to think the ARU would take any action against the Rebels this year given they (the ARU) have now achieved what they set out to do by discarding the Force and throwing every advantage they could at the Rebels to cement a team in the "Sporting Capital of the World". Next year will be the test, if the ARU has the balls to set and enforce a cap consistently across all franchises.
Still think their dream will turn into a nightmare by the time the next broadcast period comes around.

Salary caps serve a purpose which is more then just talent equalisation, it’s a means of ensuring clubs spend within their means and don’t compromise the integrity of the competition and code by overspending and placing themselves in financial strife... I’m still baffled as to how the Rebels can afford to overspend given their previous financial difficulties, lack of corporate support and falling crowds. They’ve either banked an extra few million in sponsorship or they’re hoping that the new players significantly boost crowds during 2018 to 25k-30k crowds.

TOCC, I can only assume that the ARU will be their banker of choice. I am unconvinced that even a side laden with the cream of both the Force and the Rebels will attract much, long term support in Melbourne. 2019 should see a dilution of the talent avaiable to the Rebels, so 2018 has to be their big opportunity to win some games and build a bit of a base. It will probably be their only opportunity.

I don’t see why RA should continue to prop up the Rebels if they’re going to spend beyond their salary cap.
