I guess, at least, Herbert has some background in rugby management.
He has a background for sure …. His last few years at the Reds was during a pretty woeful period. He was head of commercial operations when they haemorrhaged money following the 2011 premiership. Then Herbert replaced John Connolly in 2015 as General Manager barely 2 months into a 18month contract for Connolly which he then sued the Reds for.
Herbert was key in sacking Richard Graham only 2 months after reappointing Graham during a review, he then oversaw the appointment of joint coaches in Nick Stiles and Matt OConnor in an interim coaching capacity which yielded poor results. Nick Stiles eventually got the job but was then sacked after 12 months. By this time Herbert moved on.
Carmichael, Cordingley and McCall all had their fingers in on these issues, so not all on Herbert. Just question the success of his rugby management background.
