I guess so: there was yellow given in one (Sydney Jnrs I think) game and the bloke who later did QLD Red v ACT game said something to the effect of the pressure being off - and then he binned the ACT 12...somewhat dubiously I thought until I saw your comment re game management, since the kid clearly entered from the side: but it was between the half way and 10m.Hopefully in a positive way. Many refs (& coaches) do not differentiate the IRB Laws versus the Amendments to Laws within specific Comp Rules. SJRU has been guilty of having a page of amendments which confuses the crap out of players, refs and coaches involved in both school and club rugby.
I will also go further and say the Club Competition in Sydney also flaunt the IRB's intentions for Junior rugby pathways with many of its Comp Rules!

Seperately: If it is an illegal (and dangerous) technique , then one would hope that Junior Gold are not teaching "grass cutters" as someone has previously suggested.
I am on record here on other threads about TPN kamikaze playing style not being in his long term medical interests.

12 minutes on in the Schools vs WA game, about 15 metres out from the NSW line, two front rowers collided in a tackle more reminiscent a couple of bison bulls in a territorial discussion in mating season, that was felt back in WA. Two of the biggest boppers on show (#1 NSW vs #3 WA) collided at full pelt (if there is such a descriptor for props) in a real bonecrusher. The Geological service has reported it was magnitude 3 on the Richter scale.
Both Bison were uninjured, but it looked brutal. Loved it.

This was a decision the referees made in Vic at about round 4 of this years senior comp and we had seen an increase in them and we reviewed some footage and decided they were dangerous. Not sure what the info to other states has been though.Out of interest, is there different directions/guidance issued to referees state by state, association by association?
I would have thought that advice for automatic YC in Vic would also be the same as advice issued to all NSW refs, - Country, Subbies, Schools, Juniors, Womens, Shute Shield and Colts regardless.
This year I have 4 in the bin for it.Whilst it is reasonably safe for the tacklee (but not the tackler) there is technically no arms in this type of tackle and thus it is deemed dangerous due to rules that are there to prevent shoulder charges.
That being said, I've never seen anyone carded for this in rugby even in Victoria.
